In 1898, the chief inspector of the factories of Great Britain classified asbestos as among the four most hazardous dusts. The insurance industry began to track the incidence of death and disease for those working in asbestos factories. In 1918, the U.S. Bureau of Labor Statistics published a report by an insurance statistician noting the unusually early deaths of asbestos workers and revealed that it is now common practice for insurers to deny coverage for workers because of the assumed health and injurious condition in the asbestos industry.
